Explanation
Background:
The Refuge. Inc. is a local non-profit that provides free-of-charge addiction recovery services to the community. The Refuge, Inc. applied for and was awarded CDBG funds to provide building upgrades at their primary residence at 1601 Sullivant Avenue, Columbus, OH, which houses all program participants in the last nine months of The Refuge’s 13-month alcohol and drug addiction recovery program.
Ordinance 2995-2023 authorized the Director of the Department of Finance and Management to appropriate and expend $100,000.00 of the United States Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funding through a subrecipient grant agreement with The Refuge.
This ordinance is needed to authorize the Director of the Department of Finance and Management to modify the aforementioned subrecipient grant agreement to extend the time period of the agreement through December 31, 2025 due to unforeseen project delays.
Fiscal Impact: There is no additional funding required for this extension.
Emergency Designation: An emergency exists in the usual daily operation of the Department of Finance and Management in that is it immediately necessary to authorize the modification of this subrecipient grant agreement, so that the Department of Finance and Management can comply with federal requirements and deadlines, including the timely expenditure of HUD funds, all for the immediate preservation of the public health, peace, property, and safety.
