Title: To authorize the Director of the Department of Public Service to apply to the Ohio Department of Natural Resources, Division of Recycling & Litter Prevention to facilitate a new Cigarette Litter abatement effort to remove litter from targeted ramps and interchanges leading into neighborhoods with highly visible destination areas and accept said grant if awarded; to authorize the appropriation of $2,500.00 within the General Government Grant Fund; to authorize the expenditure of $2,500.00 or so much thereof as may be needed for this purpose from the General Government Grant Fund; and to declare an emergency. Explanation

1. BACKGROUND
The Department of Public Service, Division of Refuse Collection, Keep Columbus Beautiful (KCP) program is eligible to apply for a grant sponsored by The Ohio Department of Natural Resources Division of Recycling & Litter Prevention in conjunction with Keep Ohio Beautiful. The grant, called 2009 Litter CleanUp Grant, is requesting support to facilitate a new promotion to help abate accumulated trash and debris, specifically Cigarette Litter, from highway interchanges and exit ramps which serve as gateways into City of Columbus neighborhoods. The promotion is designed to solicit additional Adopt-an-Area Partners for these litter hot spots and collaborate with highway maintenance efforts of local, county and state authorities during the Spring of 2009.

The ODNR Division of Recycling and Litter Prevention has allocated $200,000 to promote community participation in the Keep Ohio Beautiful Month awareness campaign. Grant awards may range in the amount of $200, up to but no more than $2,500. Those eligible to apply include Ohio counties, municipal corporations, townships, villages, solid waste management districts or authorities and Keep Ohio Beautiful-designated communities.

Keep Columbus Beautiful is requesting an award of $2,500.00 to implement a sustainable litter abatement program for select ramps and interchanges leading to core city neighborhoods with designated driving points such as Children's Hospital, The Ohio State University, Short North/Arena District/Convention Center, Capital University/DeVry Institute, State Offices, Crew Stadium and more. This legislation authorizes the Public Service Director to formally apply for the grant and accept it, if awarded. This ordinance also authorizes the appropriation and expenditure of these funds within the General Government Grant Fund.

2. FISCAL IMPACT
None. No city match is required for this grant. No cash match is expected, but local financial or in-kind contribution...
