Explanation
Mayor Michael B. Coleman's Parking Meter Advisory Team recommended, among other things, extending the hours of enforcement of 2,539 parking meters to 10:00 pm in areas with high nighttime metered parking needs. It is anticipated that this extension will generate an additional $1.4 million in parking meter revenue. It will, however, increase current enforcement hours by approximately 33 percent, from the current 43,000 hours to a projected 57,000. As such, additional enforcement personnel are needed. To address this need, the Division of Mobility will hire two Parking Enforcement Officers and one Parking Enforcement Supervisor, all of whom would work during the extended, second shift hours. The projected additional revenue is more than adequate to pay for these expanded positions.

To establish a new authorized strength ordinance for the Department of Public Service, Division of Mobility to accommodate the expansion of the parking enforcement program; to increase the general fund sanctioned authorized strength in the Division of Mobility by three full-time positions for the aforementioned purpose; to repeal ordinance 0459-2010; and to declare an emergency. WHEREAS, the Division of Mobility in the Department of Public Service is extending parking meter enforcement hours to 10:00 pm in response to this recommendation; and
WHEREAS, it is anticipated that this extension will generate an additional $1.4 million in parking meter revenue to the general fund; and
WHEREAS, to enforce the extension, the Division desires to increase its general fund sanctioned full-time personnel by three; and
