Explanation

BACKGROUND:
The study "An Inventory and Analysis of Economic Development Sites" is intended to identify potential economic development sites for the purposes of job growth and revenue generation. This plan will be used by the Administration and City Council in policy-making about future land use, zoning, capital improvements, and economic incentives. This legislation authorizes the Director of Development to enter into a contract with a consulting firm to undertake the study and for the expenditure of up to $150,000 for this purpose. Columbus City Council amended the 2005 budget to create a $2 million Jobs Growth Fund. The expenditure for "An Inventory and Analysis of Economic Development Sites", which is a part of the Jobs Growth Fund, will be the catalyst for future job growth and redevelopment for the entire city.

Emergency action is requested to initiate the consultant selection process.

FISCAL IMPACT:
$150,000 for this contract will be appropriated from the $2 million Jobs Growth Fund.

WHEREAS, the identification and promotion of future economic development sites is an objective of the Department of Development and in the best interest of the City as a whole; and

WHEREAS, the Department of Development will seek a consulting firm to undertake this study to provide an objective analysis and set of actions to guide implementation; and

WHEREAS, emergency action is necessary to allow the Director of Development to begin the consultant selection process; and
