BACKGROUND:
This ordinance authorizes the Board of Health to accept and appropriate $107,000.00 in grant funds from the U.S. Department of Health and Human Services through the Ohio Department of Health. This ordinance is needed to accept and appropriate $107,000.00 in grant money to fund the Child Injury Prevention grant program, for the period October 1, 2026 through September 30, 2027.
This project will focus on Drowning Prevention and ACES/PCES. Staff will facilitate the Safe Kids Central Ohio coalition and work with members to update and implement a local injury prevention strategic plan. For drowning prevention, staff will co-chair a statewide drowning prevention subcommittee of the Child Injury Action Group, offer free or reduced cost swim lessons through Franklin County Board of Developmental Disabilities, continue making recommendations for improved safety around retention ponds, develop a life jacket loaner program, and coordinate an event that highlights drowning prevention efforts. For ACES/PCES, staff will conduct a media campaign for Child Abuse Prevention month and continue to host parenting classes using Triple P Positive Parenting at multiple sites.
This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City’s accounting system as soon as possible due to the grant start period of October 1, 2026.
FISCAL IMPACT: The program is fully funded ($107,000.00) by the grant from the U.S. Department of Health and Human Services through the Ohio Department of Health and does not generate revenue or require a City Match.
