Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to enter into a new Sewerage Service Agreement between the City of Columbus and the Board of Commissioners of Franklin County, Ohio.
This agreement will replace an existing contract and subsequent modifications that added various areas within Franklin. This new agreement will incorporate all of the areas contained within the previous agreement and modifications; add all current standard sewer service contract language as enumerated below; add two new areas within the county as shown within the Attachments Section; for a period of 40 years. This agreement will be effective upon passage of this ordinance, and passage of a resolution by the Franklin County Commissioners, and subsequent execution of the subject agreement.

To authorize the Director of Public Utilities to execute a new Sewerage Service Agreement on behalf of the City of Columbus with the Commissioners of Franklin County, Ohio, for the Division of Sewerage and Drainage, and to declare an emergency.

WHEREAS, an emergency exists in the usual daily operation of the Division of Sewerage and Drainage, Department of Public Utilities, in that it is immediately necessary for this City Council to that a new sewerage service contract be executed by and between the City of Columbus and the Commisioners of the County of Franklin, Ohio, to allow Franklin County to continue receiving sanitary sewage service from the City of Columbus, for the preservation of the public health, peace, property, safety, and welfare, now therefore,
