Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish a Universal Term Contract (UTC) for the option to purchase vector control products with Clarke Mosquito Control Products Inc. Columbus Public Health is the primary user for vector control products. Clarke’s insecticides are used to control mosquitoes, and other flying pests reducing the occurrence of vector borne diseases with minimal impact on the environment. Clarke Mosquito Control Products Inc. is the sole source for these insecticides. They hold the patents for these insecticides. The products specifically target West Nile in various environmental conditions. The term of the proposed option contract would be approximately two (2) years, expiring September 30, 2021, with the option to renew for one (1) additional year. In addition, the expenditure of $1.00 is hereby authorized from General Budget Reservation BRPO001107.

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance to provide uninterrupted access to vital insecticides.
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
FISCAL IMPACT: The expenditure of $1.00 is hereby authorized from General Budget Reservation BRPO001107. Columbus Public Health must set aside their own funding for their estimated expenditures.
