Title: To authorize and direct the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into contract with Alere Toxicology Services; to authorize the expenditure of up to $25,000.00 with Alere Toxicology Services for drug testing of urine samples; and to declare an emergency. ($25,000.00)
Explanation

BACKGROUND:
This ordinance authorizes the Administrating and Presiding Judge of the Franklin County Municipal Court to enter into contract with Alere Toxicology Services and authorizes the expenditure of up to $25,000 for drug screening of urine samples. House Bill 86 requires that the Municipal and County courts must work together when people are on probation in each court simultaneously. Each court currently uses the same vendor for this service which enables them to receive the results from both sides. The courts need to have access to the test results for the individual probationers regardless of which court tested them.

Alere Toxicology Services contract compliance is 720846066 and expires 9/21/13.

FISCAL IMPACT: There are sufficient funds available within the probation user fees fund to support the requested expense for 2013. This contract term is from April 1, 2013 through March 31, 2014.

This legislation is considered an emergency measure to ensure the continuation of uninterrupted payments for drug testing of urine samples.
