Explanation

Background: This ordinance is to authorize the appropriation and encumbrance of $237,091.80 within the Small Business Education and Training Fund to the Office of Diversity and Inclusion in support of small business education and training events.

Fiscal Impact: Total appropriation and encumbrance of $237,091.80 is available within the Small Business Education and Training Fund 2288.

Emergency: Emergency action is requested to ensure the coordination of small business education and training activities can continue without interruption.

To authorize the appropriation and encumbrance of $237,091.80 within the Small Business Education and Training Fund to the Office of Diversity and Inclusion in support of small business education and training events; and to declare an emergency. ($237,091.80)

Body

WHEREAS, City Council established a Special Revenue fund titled “Public Utilities Small Business Training & Education Fund" via ordinance 2791-2012, passed on 2/4/2013; and

WHEREAS, the purpose of this Special Revenue fund is to carry out small business capacity-building educational and training activities and to use the proceeds from these activities for additional training; and

WHEREAS, the Office of Diversity and Inclusion is solely responsible for the development and facilitation of future small business training and special events for which this fund was originally established via ordinance 2559-2016, passed on 11/21/2016; and

WHEREAS, an emergency exists in the usual daily operation of the Office of Diversity and Inclusion in that the director seeks to appropriate and encumber the Small Business Education and Training Funds in an amount of $237,091.80, preventing delay of this work, for the immediate preservation of the public health, peace, property, safety and welfare; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
