Explanation
Background: This legislation authorizes the Finance and Management Director to enter into contract for the Facilities Management Division in order to remediate the mold problem and complete reconstruction at Fire Station 15, at 1800 Livingston Avenue. On July 11, 2005, a Mayor's Emergency was declared. It was determined it was immediately necessary to begin remediating the mold problem in order to avoid more serious health and safety issues. Mold was present in the basement of the station, primarily in the boiler area, also infecting the insulation on the HVAC ductwork. The mold may be related to the presence of underground water. The building was constructed in the 1960's and was apparently built over an underground creek or stream.
Formal competitive bidding requirements were waived for the remediation and reconstruction contract. 2K General Company, Inc. was selected based on its familiarity with mold remediation, especially in remedying a similar problem at Fire Station #14. 2K General Company, Inc. is currently investigating and fixing the problem, including the repair of underground drainage. The contract with 2K General Company, Inc. is not to exceed $250,000.00.
Emergency action is requested in order to reimburse 2K General Company, Inc. for costs incurred in the remediation of the mold problem at Fire Station #15.
Fiscal Impact: This project was not funded in the 2004 Fire Division Capital Improvement Budget. Funding is available due to cost savings in other projects. The total cost of this contract is not to exceed $250,000.00. 2K General Company, Inc. Contract Compliance Number 31-1653018, exp. 10/01/2005.
