Explanation
1. BACKGROUND
This ordinance authorizes the Director of Public Service to enter into a professional services contract with Applied Research Associates, Inc. of New Mexico in the amount of up to $950,000.00 for the Resurfacing - Pavement Management Services 2026 project.
The intent of this project is to provide the City of Columbus, Department of Public Service, additional resources that are necessary to perform various professional engineering, survey, and technical expertise for the department to complete capital budget commitments and to implement the Pavement Management Services 2026 project, which includes providing the City of Columbus, Department of Public Service, a pavement management system as a network level planning tool for roadway maintenance activities that support the concepts of a pavement preservation program. This project will include performing the automated pavement condition survey of the City's roadway network using the ASTM standardized method (PCI) which will be used by the pavement management system; obtaining roadway network pavement types and dimensions, and obtaining images.
The Department of Public Service, Office of Support Services, solicited Requests for Proposals for the Resurfacing - Pavement Management Services 2026 contract. The project was formally advertised on the Vendor Services and Bonfire web sites from April 8, 2026, to May 6, 2026. The City received seven (7) responses. All proposals were deemed responsive and were fully evaluated when the Evaluation Committee met on May 11, 2026. The responding firms were:
