Explanation
The purpose of this legislation is to authorize the Director of Public Utilities to enter into 3 agreements based on Request for Proposals that were received in accordance with City Code Section 329.11 for Green Best Management Practices (BMP) studies for infrastructure for the Division of Sewerage and Drainage. The studies are being done in support of the Mayor's Get Green Columbus Initiative.
Two (2) separate RFP's were mailed out on May 19, 2008 in accordance with City Code Section 329.11. Evaluations, proposals and Request for Proposals specifications are attached.
The first RFP asked for proposals to perform an investigation and report on the incentives for installing water quality BMP for private infrastructure. Two (2) proposals were received. The study would determine and describe the criteria and programs for requiring the use, encouraging the use and providing incentives for the use of green infrastructure on private projects more appealing to developers and owners. The consultant would be required to contact similar entities and review other community programs in place and the associated benefits of such programs.
During the review of these proposals an alternate proposal to determine the likely benefits of providing green infrastructure as an aid to reduction of combined overflows and flows treated at the City wastewater treatment plants was submitted in combination with a limited incentives study. The Division of Sewerage and Drainage determined that it was in the best interest of the City to award two separate contracts from this proposal request. One award will be to Strand Associates Inc in the amount of $48,600.00 for the original intent stated above the other award will be made to Williams Creek Consulting Inc for the enhanced proposal in the amount of $49,851.15.
