Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Driven Excavating LLC for the Big Walnut and Whetstone Water Service Improvements Project. The contract amount is $195,551.50, with a contingency of $20,000.00, for a total of $215,551.50 being authorized by this ordinance.

This project consists of installing new water services to existing Recreation and Parks facilities at Big Walnut Park and Whetstone Park. These facilities include a shelter house and maintenance facility at Whetstone Park and a shelter house at Big Walnut Park. Currently, the existing water service is non-compliant with current Department of Public Utilities rules for metering and backflow prevention. In addition, the existing services have experienced numerous breaks and are lacking in the control valves needed to effectively isolate the service during a repair. The new water services will provide reliable and safe potable water to these facilities.

Vendor Bid/Proposal Submissions (ODI designation status):

Bids were advertised through Vendor Services, in accordance with City Code Section 329, on July 14, 2023 and received by the Recreation and Parks Department on August 15, 2023. Bids were received from the following companies:

Driven Excavating LLC. (MAJ): $195,551.50
JLD Construction Services LLC (MBE): $404,694.00

After reviewing the bids that were submitted, it was determined that Driven Excavating LLC was the lowest and most responsive bidder. Driven Excavating LLC and all proposed subcontractors have met code requirements with respect to prequalification, pursuant to relevant sections of Columbus City Code Chapter 329.

As part of their bid, Driven Excavating has proposed the following vendors to fulfill the Office of Diversity and Inclusion project goal:
