Explanation
1. BACKGROUND
This ordinance authorizes the Director of Public Service to enter into a professional services contract with Woolpert Inc. in the amount of up to $500,000.00 for the Mobility - Trabue Road - Bolingbrook Drive to Tenagra Way project.
The intent of this contract is to provide the Department of Public Service with continuing, contractual access to additional resources that are necessary to perform various professional engineering, survey, and technical expertise for the department to implement the Mobility -Trabue Road - Bolingbrook Drive to Tenagra Way project, which includes adding a shared use path (SUP) from Bolingbrook Drive to Tenagra Way, which will tie into an existing SUP. Sidewalk will be installed along Westbelt Drive to Tenagra Way, as well as lighting along Trabue Road from Bolingbrook Drive to Tenagra Way. Signals at Trabue Woods intersection will require modifications to the push buttons and pedestrian heads. The roadway right-of-way along Trabue
Road will be annexed as part of this project.
Ordinance 2794-2025 authorized the Director of Public Service to execute project agreements with the Central Ohio Transit Authority for projects approved to receive 2026 Transit Supportive Infrastructure Program funds for the Roadway - Trabue Road and Walcutt Road project.
The Department of Public Service, Office of Support Services, solicited Requests for Proposals for the Mobility - Trabue Road - Bolingbrook Drive to Tenagra Way contract. The project was formally advertised on the Vendor Services and Bonfire web sites from December 10, 2025, to January 7, 2026. The City received four (4) response. A proposal from G-A-I Consultants, LLC was deemed non-responsive due to their proposal exceeding the page limitation set forth in the RFP. The remaining proposals were deemed responsive and were fully evaluated when the Evaluation Committee met on January 15, 2026. The responding firms were:
