Explanation
The Public Service Department, Transportation Division, is engaged in traffic calming efforts to enhance neighborhood livability and promote pedestrian safety. Ordinance 2297-2003, passed by City Council November 3, 2003, authorized a $100,000.00 General Engineering Services contract with Columbus Engineering Consultants, Incorporated, to design the 2004 Traffic Calming Program. That ordinance noted the possibility existed of the need to modify this agreement to provide for the 2005 program.

This legislation authorizes a modification to this design contract to provide construction plans for additional traffic calming features. This modification is an addition to the original scope of services but is a continuation of the existing work being performed and would not be practical to contract with a different consultant.

Columbus Engineering Consultants, Incorporated, contract compliance number 31-0716498 (expires April 11, 2008) was selected in accordance with provisions of City Code Chapter 329 for awarding professional service contracts. We have negotiated new hourly rates for this modification because the current contract is two (2) years old. Costs have increased by approximately three percent (3%) per year for the past eight years. The overhead rate and percentage of profit from the original contract were used because they are still valid.

The original contract amount was $100,000.00. This is the first and only modification to date. This modification is for $100,000.00. The contract amount including all modifications is $200,000.00.

Fiscal Impact: Funds in the amount of $100,000.00 are budgeted within the Transportation Division's 2005 Capital Improvement Budget in the 1995, 1999 Voted Streets and Highways Fund in the Arterial Street Rehabilitation project. Actual funds will be available from the Fall 2005 bond sale. This ordinance authorizes an expenditure of $100,000.00.
