Explanation
1. BACKGROUND:
This ordinance will provide the City Attorney with funding for real estate services that are needed for the City to acquire sanitary sewer easements in connection with the Chestnut Street Combined Sewer Rehabilitation Project that the Division of Sewerage and Drainage is currently undertaking. This project is located in the downtown business district within Chestnut Street, generally betweeen N. High Street and Cleveland Ave.

2. EMERGENCY DESIGNATION:
The Division of Sewerage and Drainage is requesting City Council to consider this ordinance an emergency measure, in order to allow for the immediate commencement of the easement acquisition services, pursuant to the procurement of the construction services necessary to rehabilitate this vital sanitary sewer infrastructure.

3. FISCAL IMPACT:
The Division is requesting City Council to authorize the City Audtior to transfer residual project funds from within the Voted Sanitary Sewer Bond Fund. Project accounts from which funds are being transferred will not be adversely affected by this legislation.

WHEREAS, the Division of Sewerage and Drainage, Department of Public Utilities, is in the process of developing construction plans and specification for the rehabilitation of the Chestnut Street combined sewer infrastructure; and
