Title: To authorize the Director of the Public Service Department to execute those documents required to transfer a portion of existing Children's Drive to The Children's Hospital in exchange for replacement right-of-way and the construction of a relocated Children's Drive; to waive the competitive bidding provisions of Columbus City Codes; and to declare an emergency.

Explanation

The Public Service Department, Transportation Division, recently received a request from The Children's Hospital (Children's) asking that the City transfer a portion of existing Children's Drive to them in exchange for the dedication of replacement right-of-way and construction of a relocated Children's Drive by them. The proposed exchange will allow Children's to proceed with a planned clinical expansion and renovation within its main hospital complex. After investigation it has been determined there are no objections to the transfer of the requested portion of Children's Drive to Children's. The Department of Law, Real Estate Division established a value of $5.50 per square foot for the existing Children's Drive right-of-way. The value of the replacement right-of-way and the cost of construction of the relocated Children's Drive exceed the value of the right-of-way to be transferred to Children's; therefore the Land Review Commission voted to recommend that the requested portion of existing Children's Drive be transferred to Children's at no charge.

Emergency Justification: Emergency action is requested so that the transfer of this right-of-way may take place immediately thereby allowing the proposed June commencement of the relocation to proceed as currently scheduled.
