Explanation
BACKGROUND: This legislation authorizes the Board of Health to accept a name and Federal Identification number change for United Security Management Services, Inc., and the assignment of all their present and future contracts with the City of Columbus to United Security, LLC. These actions are a result of United Security Management Services, Inc., recent acquisition by A & R Security, a Chicago-based firm. Columbus Public Health currently has a contract for security guard services with United Security Management Services, Inc. United Security, LLC, will continue to provide the required services in accordance with the existing contract terms and provisions. The existing contract is EL008842 which was set up in the amount of $291,500.00 for services through November 11, 2009. Ordinance No. 1235-2009, passed by City Council on October 5, 2009, authorizes the Board of Health to enter into the third year of a three year bid contract for security guard services with United Security Management Services, Inc. This contract will need to be assigned to United Security, LLC, also.

FISCAL IMPACT: This legislation will not alter the balance of the new or existing contracts covered by this assignment.
EMERGENCY DESIGNATION: The Board of Health is requesting City Council to declare this ordinance an emergency measure in order to allow the new and existing contracts to be assigned to United Security, LLC's vendor number (263179987), which is necessary for the security guard services to continue without interruption, and to allow financial transactions to be posted in the City's accounting system as soon as possible. Up-to-date financial postings promote accurate accounting and financial management.
