Explanation
1. BACKGROUND
This ordinance authorizes the Director of Public Service to modify a professional services contract with ParkMobile LLC relative to the ParkColumbus mobile payment application.
Ordinance 0689-2023 authorized the execution of the original contract between the Department of Public Service and ParkMobile, LLC to facilitate the performance of various professional and technical tasks necessary to the operation and maintenance of the Mobile Payment Application System commonly known as ParkColumbus. Ordinance 1236-2024 authorized the encumbrance and expenditure of additional funds through March 31, 2025. This legislation seeks to authorize the encumbrance and expenditure of additional funding to sustain the ParkColumbus mobile payment application through at least March 31, 2026.
Amount of additional funds to be expended: $1,600,000.00
Original contract amount: $800,000.00 (Ord. 0689-2023; PO398124)
Modification 1: $1,200,000.00 (Ord. 1236-2024; PO469007)
Modification 2: $1,600,000.00 (This legislation)_________
Total contract amount including all modifications: $3,600,000.00
Reason additional goods/services could not be foreseen: This is a planned contract modification.
Reason other procurement processes are not used: ParkMobile LLC has been operating and maintaining ParkColumbus since its inception in 2019. Therefore, it is unlikely that seeking out and engaging another company to do so will result in significant cost savings for the City at this time.
2. REQUEST FOR WAIVER OF FORMAL COMPETITIVE BIDDING REQUIREMENTS
The Division of Parking Services launched the ParkColumbus mobile payment application in 2019 in the Short North and has since expanded the application city-wide for all on-street paid public parking.
