Explanation
BACKGROUND: This legislation authorizes the Public Service Director to enter into a contract for the Transportation Division for a professional services engineering contract for the Holtzman-Main project with Columbus Engineering Consultants, Inc. in the amount of $250,000.00. This contract will provide design details for a streetscape involving pavement and alley improvements, overhead lighting, storm water design, parking, sidewalks, ADA compliant curb ramps, street trees, and other engineering related services as required. The area includes Holtzman Avenue from Main Street to Bryden Road, Bryden Road from Holtzman to Nelson Road and area to the west and south of Franklin Park (see attached map.) This project is part of the Urban Infrastructure Recovery Fund (UIRF) and has been requested by the neighborhood. A professional services contract for engineering is needed as the Transportation Division does not maintain adequate staff or all of the various disciplines necessary to complete such design in house.
The selection process for this professional services contract was completed in accordance with provisions of Chapter 329.14 of the Columbus City Code 1959. Three firms submitted proposals: Columbus Engineering Consultants, Inc., EMH&T Inc., and Resource International Inc. The evaluation committee determined that Columbus Engineering Consultants, Inc., CC No. 31-0716498 (expiration 04/09/05), submitted the best overall proposal for the work.
FISCAL IMPACT: The sum of $250,000.00 is budgeted and available within the 1995, 1999 Voted Streets and Highways Fund for this work.
