Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish three (3) Universal Term Contracts (UTC) for the option to purchase Sports Apparel with Challenger Teamwear LLC, Nickleson Enterprises Limited and ROI Marketing Company Inc. The Department of Recreation and Parks are the primary user for sporting apparel. Shirts, pants and hats are used for various sport teams within the Sports Division. The term of the proposed option contract would be approximately two (2) years, expiring May 31, 2027, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on February 27, 2025. In addition, the expenditure of $3.00 is hereby authorized from General Budget Reservation BRPO003196.
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ029467). Three (3) bids were received.
The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:
Challenger Teamwear LLC, CC# 040446 expires 3/18/2026, Items# 1-28 and Catalog titled Challenger, $1.00
Nickleson Enterprises Limited, CC# 024585 expires 3/10/2027, Items # 1-15, 17-23 & 27, Catalogs titled AF, Samar, Our Team Builds and Augusta Sportswear, $1.00
ROI Marketing Company Inc., CC# 017329 expires 3/15/2026, All Items, $1.00
Total Estimated Annual Expenditure: $125,000.00, Department of Parks and Recreation the primary user
The companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
