Explanation
This legislation authorizes the Director of Public Utilities to enter into a professional engineering services contract with URS Corporation-Ohio, Inc., in connection with the Big Walnut Augmentation/Rickenbacker Sanitary Interceptor-Lockbourne Intermodal Project.
This contract will authorize the preparation of construction plans and specifications for a sanitary subtrunk sewer that will provide sanitary sewer service to the western portion of the Rickenbacker Air National Guard Base and will include service to the Village of Lockbourne and the proposed intermodal transportation facility.
According to an independent study, over the next 30 years, this proposed development will produce an estimated 9,500 direct jobs; 10,900 indirect jobs; 34 million additional square feet of industrial building development; $1.2 billion of building construction; $1.37 billion invested in machinery and equipment; $15.1 billion of economic impact; $800 million in direct local, state and school district tax revenues; and $1.26 billion of indirect tax revenues.
2. PROCUREMENT INFORMATION:
The basis for selection of the chosen professional engineering services firm: The Department of Public Utilities advertised a Request for Proposals (RFP) for six Wastewater Treatment Plant projects in the City Bulletin in accordance with the provisions of Section 329.14 of Columbus City Codes. Three firms submitted detailed proposals for this project to the Director of Public Utilities, on March 31, 2006.
These proposals were reviewed and ranked by a Professional Engineering Services Selection Committee in order to determine the consultant best qualified to provide the services for this project. The committee ranked the proposals on quality, feasibility and cost.
