Explanation

BACKGROUND: This Ordinance authorizes the Director of Public Utilities to modify and increase the professional engineering services contract with Stantec Consulting Services, Inc. (fka R.Z. Zande & Associates, Inc.) for a redesign of the Griggs Booster Station Project, Division of Power and Water Contract No. 1012.

1. Amount of additional funds to be expended: $110,000.00
Original Contract Amount: $ 118,000.00
Modification 1 (current) $ 110,000.00
Amount of original contract and 1 modification: $ 228,000.00

2. Reasons additional goods/services could not be foreseen:
The Division of Power and Water (DOPW) purchased land in 2003 to facilitate the construction of a new booster station. This land was immediately adjacent to an existing biofilter positioned on the Upper Scioto West sewer tunnel. This biofilter is situated in an easement obtained by the Division of Sewerage and Drainage (DOSD). After the biofilter facility was built, DOSD discovered that for ease of maintenance, 360-degree access to the filter was needed and the current easement did not provide that. Thus, the Sewer Maintenance Operations Center (SMOC) began using and continues to have a need for the property purchased by DOPW to maintain the biofilter.

During the final design of the booster station DOSD-SMOC personnel expressed concern about the location of the proposed booster station with regards to maintenance of the existing biofilter. In addition, the booster station site did not permit proper handling of the stormwater runoff from the booster station based upon newly adopted stormwater regulations.

Through numerous discussions between DOPW and DOSD it was determined it would be in the best interest of both Divisions to relocate the booster station away from the biofilter. This would allow DOSD to have 360-degree access for ease of maintenance and allow DOPW adequate room to address storm drainage and future maintenance.
