Explanation
BACKGROUND: This legislation authorizes an amendment to Ordinance No. 0966-2021 to allow for reimbursement of project related expenses that have been incurred before purchase orders for grant agreements authorized under 0966-2021 are approved by the City.

This need has been identified as the Homeownership Development Program has evolved, as this additional authority provides the Division of Housing and developers’ additional flexibility to develop residential properties more timely and efficiently.

EMERGENCY DESIGNATION: is requested to support the approved emergency designation of Ordinance No. 0966-2021 to avoid disruption of the Program.

WHEREAS, Ordinance No. 0966-2021, passed April 26, 2021, authorized the Director of Development to enter into grant agreements with recipients of the Department of Development’s Homeownership Development Program; and

WHEREAS, it had been discovered as the program has evolved, there may be instances where the City may want to reimburse a developer for project expenses incurred before purchase orders are approved by the City; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to amend Ordinance No. 0966-2021, passed April 26, 2021, in support the approved emergency designation of Ordinance No. 0966-2021 and avoid disruption of the Program, for the immediate preservation of the public peace, health, safety, property, and welfare; now, therefore,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
