Explanation
BACKGROUND: The Board of Health has been awarded additional grant funds from the Ohio Department of Health for the Public Health Infrastructure grant program in the amount of $56,191. These additional funds will allow for the purchase of MARCS radio system equipment. This legislation authorizes the purchase of a minimum of one stationary base station and seven portable radios from Northrop Grumman Mission Systems for $37, 522 for the period of August 31, 2002 through August 30, 2003.
The primary objective of the Public Health Infrastructure program is to develop an infrastructure system to address terrorism and bio-terrorism activities should they occur in central Ohio. The Ohio Department of Health is mandating the equipment to be purchased, the vendor to purchase from, and the pricing structure in accordance with an existing state term contract.
This ordinance is submitted as an emergency to allow for the completion of this purchase by the grant ending date of August 30, 2003.
FISCAL IMPACT: The funds to purchase this MARCS radio system equipment are budgeted and available in the Health Department Grants Fund, Public Health Infrastructure Grant, Fund 251.

To authorize and direct the Director of Finance to purchase MARCS radio system equipment from Northrop Grumman Mission Systems in accordance with state term contract provisions, to authorize the expenditure of $37,522 from the Health Department Grants Fund, and to declare an emergency. ($37,522)

WHEREAS, $37,522 in additional grant funds have been made available through the Ohio Department of Health for the Public Health Infrastructure grant program for the period of August 31, 2002 through August 30, 2003; and,
