Title: To repeal existing Chapters 3321, 3325, 3327, 3331 in Title 33, "Zoning" of the Columbus City Code, 1959; to reorganize the code language found in those chapters into a new Chapter 3119 in Title 31, "Planning and Platting," in order to better organize and centralize the historic preservation related codes and incorporates recent code changes; to rename two articles in the Columbus Zoning Code in order to prepare for further reorganization; and to renumber the Adequate Public Facilities code in Title 31 to accommodate these changes without changing any code language.

Explanation

BACKGROUND:
In order to begin to better organize the Columbus Zoning Code (Title 33 of the Columbus City Codes, 1959) and to locate all codes that deal with historic properties into one concise location, this ordinance moves all remaining chapters dealing with historic properties and their protection into one location in the Planning and Platting Code (Title 31). This ordinance also renames the former Zoning article dealing with area commissions to "Special Districts and Overlays," in anticipation of further Zoning Code reorganization. All code chapters that address issues relating to area commissions have already been transferred by Ordinance 2654-96 into the Planning and Platting Code in preparation for this reorganization of the Columbus Zoning Code.

No existing code language is changed by this ordinance, although some consolidation of repetitive sections in the new historic preservation chapters along with the addition of language relating to staff approvals did occur in order to promote clarity and readability. The Adequate Public Facilities chapter is also being renumbered to accommodate the new historic preservation chapter in Title 31, 'Planning and Platting." These new chapters in the Planning and Platting code further the effort to create a trilogy of development related codes that cover all aspects of development from the planning and platting stage, through final zoning and eventually the building phase. This will continue to improve the effectiveness of these code titles and further provides for proper enforcement actions at all stages of development.

No funding is required for this legislation.
