Explanation
This legislation authorizes the Director of Public Utilities to modify an agreement with Pro Terra Environmental Contracting to test air quality, treat mold growth, remove and dispose of pipe insulation in four (4) areas of the Southerly Wastewater Treatment Plant, Tunnel F, Tunnel H, East Primary Basement and West Pre Aeration Basement. The piping that was investigated was installed during Project 88 in the mid 1980's.
The Southerly Wastewater Treatment Plant developed a plan to limit exposure of plant personnel to mold. Bids were taken for treatment of the affected areas and retesting of the air quality in the Tunnel F, Tunnel H, East Primary Basement and West Pre Aeration Basement. Pro Terra Environmental Contracting was awarded purchase order ED-015829. The original quotes were as follows:
Pro Terra Environmental $13,452.00
BioGard Environmental $15,300.46
Huffer Restoration $17,276.26
During the project additional mold was identified in Tunnel H and the East Primary Basement. A modification was done via EL-004315 in accordance with Ordinance Number 0959-2004, passed June 7, 2004. The West Pre-Aeration Basement is in need of additional mold remediation where cardboard boxes, wooden wire spools and a wood wall are located.
This ordinance authorizes additional funds for the completion of the treatment and remediation of the areas affected in the West Pre Aeration Basement. A formal bid for this service is currently in process that will include not only remediation but also insulation replacement. However, that contract cannot be awarded until this project is completed. Emergency legislation is being requested so that this project may continue and all of the known mold growth areas be treated and the award of the formal bid can proceed.
FISCAL IMPACT: $19,800.00 is needed and budgeted for this project.
