Rezoning Application: Z25-044

APPLICANT: Preferred Living; c/o David Hodge, Atty.; 8000 Walton Parkway, Suite 120; New Albany, OH 43054.

PROPOSED USE: Multi-unit residential development.

DEVELOPMENT COMMISSION RECOMMENDATION: Disapproval (2-5) on January 8, 2026.

CITY DEPARTMENTS' RECOMMENDATION: Approval. The 5.0± acre site consists of two parcels both developed with a single-unit dwelling in the L-RR, Limited Rural Residential District. The requested AR-1, Apartment Residential District will allow a multi-unit residential development at this location. The site is within the planning boundaries of The Northwest Plan (2016), which recommends “Medium Density Residential” land uses at this location. Staff is supportive of the request as it is consistent with the Plan’s land use recommendation and with adjacent and nearby multi-unit residential developments in the area. Additionally, the proposal is consistent with the City’s objective of providing more housing in all areas of the city. Concurrent Council variance (Ordinance #0291-2026; CV25-088) demonstrates a 112-unit apartment complex, and includes variances for building setbacks, parking setbacks and perimeter yard.
