Explanation

BACKGROUND:
This legislation authorizes the City of Columbus to enter into a Memorandum of Understanding for the one-stop delivery system, also referred to as the "JOBLeaders System". The MOU is designed to provide an effective foundation for the operation of the "JOBLeaders System and to delineate the relationship between the partners regarding the roles and responsibilities as they pertain to workforce services. The MOU is between the Mayor of the City of Columbus, the Franklin County Board of Commissioners, the Central Ohio Workforce Investment Board, and the Columbus and Franklin County One-Stop System Partners.

Emergency action is requested to allow the agreement to be entered into in a timely manner.

FISCAL IMPACT:
No funding is required for this legislation.

Body

WHEREAS, one of the purposes of the Memorandum of Understanding is to provide an effective foundation for the operation of the local one-stop delivery system called the "JOBLeaders System"; and

WHEREAS, an additional purpose of the MOU is to delineate the relationship between the "JOBLeaders System" partners regarding their functions, duties, roles, obligations and responsibilities for implementation of the provisions of section 121(c)(2) of Title I of the Workforce Investment Act of 1988, as amended; and

WHEREAS, the Memorandum of Understanding is designed to serve as a record of the relationship of the signatures from July 1, 2007 until June 30, 2009; and

WHEREAS, emergency action is necessary to allow the Memorandum of Understanding to be entered into with all parties in a timely manner; and

WHEREAS, an emergency exists in the usual daily operation of the City of Columbus, in that it is immediately necessary to authorize the City to enter into the Memorand...
