Explanation

BACKGROUND: This ordinance will authorize the Director of the Department of Development to enter into a development agreement with Affordable Housing Associates for street construction reimbursement in the City of Columbus School District.

The selected sites offer an opportunity to stimulate production of 200 new single family homes in a market within Columbus/Columbus Public Schools in the 2004 home building season. The first phase will consist of 58 new homes.

The Affordable Housing Associates will prepare development plans for the Hartman Pond site (Rathmell Road and Parsons Avenue) and submit the development plans to the City of Columbus, Department of Development, for approval.

Emergency action is requested so that development agreements can be in place during the construction season.

FISCAL IMPACT: Funds for this project are located in the 2004 capital improvement budget.

Body

WHEREAS, Article I. Chapter 901.01 of the Code of the City of Columbus, Ohio 1959, authorizes the Director of the Department of Development to enter into an Agreement providing for such improvements; and

WHEREAS, Affordable Housing Associates will develop 58 lots in Hartman Ponds Subdivision (Rathmell Road and Parsons Avenue); and

WHEREAS, the City will reimburse the developers for the construction of infrastructure improvements at $4,000 per improved lot after passing inspection by the Transportation Division and after sale of the improved lot by depositing the funds in an escrow account to be released to the end buyers in the form of down-payment assista...
