Explanation


BACKGROUND: This ordinance authorizes a planned modification and a one-year extension of Contract EL007496 with Evans, Mechwart, Hambleton & Tilton Inc. (EMH&T) to provide Geographic Information System (GIS) data conversion services for the Department of Public Utilities. The existing contract provides for two one-year extensions.

Amount of additional funds to be expended: $95,682.56 (Original Contract: $240,000)
Reasons additional goods/services could not be foreseen: As this contract was being executed, technology to retrieve impervious surface areas changed. The enhanced technology will save time and ease of use to acquire data needed for billing of storm water services. The department wishes to utilize this improved technology, thereby making this modification necessary.
Reasons other procurement processes are not used: The Department of Public Utilities wishes to incorporate the advanced technology into the scope of services. Since the technology used is a fundamental part of the project, it is not feasible to bid it separately.
How cost of modification was determined: The cost was presented from EMH&T for different methodology of acquiring the data needed, saving time and creating an easier method to collect the data.
Contract Compliance Number: 310685594 (MAJ), Expires: 11/2/09

FISCAL IMPACT: There is sufficient budget authority in the Storm Sewer Operating Fund for this expenditure. $240,000 was encumbered in 2007 for this service.
