Explanation
BACKGROUND: Columbus Public Health has been awarded a grant from the Ohio Department of Health. This ordinance is needed to accept and appropriate $580,000.00 in grant monies to fund the Public Health Workforce Grant Program for the period of September 1, 2021 through June 30, 2023. The purpose of the grant is to provide local public health agencies with funding to recruit, hire, and train personnel to address projected jurisdictional COVID-19 situations.
FISCAL IMPACT: The grant program award ($580,000.00) is fully funded by the Ohio Department of Health and does not generate revenue.

To authorize and direct the Board of Health to accept a grant from the Ohio Department of Health for the Public Health Workforce Grant Program in the amount of $580,000.00; to authorize the appropriation of $580,000.00 to the Health Department in the Health Department Grants Fund; and to declare an emergency. WHEREAS, $580,000.00 in grant funds have been made available to the Health Department through the Ohio Department of Health for the Public Health Workforce Grant Program; and,
WHEREAS, it is necessary to accept and appropriate these funds from the Ohio Department of Health for the support of the Public Health Workforce Grant Program; and,
WHEREAS, an emergency exists in response to the COVID-19 pandemic in that it is immediately necessary to authorize the Board of Health to accept this grant from the Ohio Department of Health to prevent, prepare for, and respond to a public health emergency in central Ohio and for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized and directed to accept a grant award of $580,000.00 from the Ohio Department of Health for the period September 1, 2021 through June 30, 2023.
