Explanation
1. Background
The Department of Public Service, previously completed a project identified as FRA-CR61-4.34 (PID 17588) Hard Road Phase C (1926-E) project. Between the years 1998 and 2009, the City acquired 3 partial takes and 10 total take properties along the south side of Hard Road between Linworth Road and Olentangy River Road. Due to the length of time spent on the acquisition of these properties, some portions of the properties were never designated as road right-of-way and still retain tax parcel numbers.
The following ordinance allows the City to accept “The Replat of the Bluffs Subdivision and the Dedication of Hard Road Lots 35 to 39 and 42 to 48” plats for property and therein dedicate portions of the properties to road right of way as Hard Road, establish Reserves A and B to maintain earthen berms and landscape screening as part of the Categorical Exclusion and Programmatic Section 4(F) of the FRA-Hard Road PID 11079 environmental document dated March 14, 2001, establish Reserve C as a stream corridor protection zone, and replat lots 35 to 39 and lots 42 to 48 as lots 19A to 25A. All of which has been reviewed and approved by the City Engineer.
2. Fiscal Impact
There is no fiscal impact to the City to accept the plat.

WHEREAS, the plat titled “The Replat of the Bluffs Subdivision and the Dedication of Hard Road Lots 35 to 39 and 42 to 48” (hereinafter “plat”) has been submitted to the City Engineer’s Office for approval and acceptance; and
WHEREAS, the City, as owner of the platted land, desires to dedicate to the public use all or such parts of the avenues and easements shown on said plat and not heretofore so dedicated; and
