Explanation
Background:
This ordinance authorizes the Director of Recreation and Parks to accept a grant and enter into an agreement with the Franklin County Department of Job and Family Services. This grant is awarded under the TANF Franklin County Innovative Out-of-School Time (OST) Youth program and will provide support for the 2024 and 2025 Afterschool Rec Club after school program offered in 15 Community Centers located in economically disadvantaged neighborhoods.
The Recreation and Parks Afterschool Rec Club after school program offers a safe and enriching environment through program activities that incorporate STEM and reading enrichment activities to promote positive youth development. Activities will promote having fun through: cultural diversity, friendship, coordination, leadership, appropriate risk taking, reasoning, self-confidence, self-esteem, knowledge of alternative free time activities and conflict resolution.

Emergency Justification: Emergency action is requested to comply with the terms of the grant and so that funds are available for the Fall 2024 after school program.
Fiscal Impact: This ordinance authorizes an acceptance of the $39,342.60 grant award and the appropriation of those funds from the Franklin County Department of Job and Family Services to the Recreation and Parks Grant Fund 2283.
