Explanation
BACKGROUND: This ordinance authorizes purchase orders in the total amount of $1,200,000.00 for EMS pharmaceuticals and miscellaneous medical supplies from existing Universal Term Contracts (UTCs) for the Division of Fire. The Fire Division needs to purchase pharmaceuticals and miscellaneous medical supplies for use in daily emergency services and emergency medical service (EMS) operations. The existing Universal Term Contracts were established by the Purchasing Office for such purposes with Bound Tree Medical LLC, ZOLL Medical Corporation, and Teleflex, LLC. EMS medical supplies include, but are not limited to, bandages, IVs, pharmaceuticals, splints, face masks, gowns, gloves, etc. This legislation authorizes the Finance and Management Director to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreements with the aforementioned vendors as required for approval by City Council in order for the division to expend more than $100,000.00 per year, per City Code Section 329.19(g), on behalf of the Division of Fire.

Emergency Designation: Emergency action is requested as funds for both medical and pharmaceutical supplies are needed to keep supplies stocked at adequate levels.
FISCAL IMPACT: This ordinance authorizes the expenditure of $1,200,000.00 from the Division of Fire's 2025 General Fund Operating Budget to purchase both pharmaceuticals and miscellaneous medical supplies.
