DEVELOPMENT COMMISSION RECOMMENDATION: Disapproval (1-5) on December 11, 2025.
WEST SCIOTO AREA COMMISSION RECOMMENDATION: Disapproval.
CITY DEPARTMENTS' RECOMMENDATION: Approval. The 8.34± acre site consists of two parcels, one undeveloped and one developed with a single-unit dwelling, both in the R, Rural District. The requested AR-1, Apartment Residential District will allow multi-unit residential development uses at this location. Concurrent Council variance (Ordinance #1926-2026; CV25-024) has been submitted demonstrating a 198-unit apartment complex with reduced development standards. Although the proposal exceeds the density of Trabue Roberts Area Plan’s (2011) recommendation of “Very Low Density Residential,” staff recognizes that there adjacent multi-unit residential developments of similar densities to the north and northeast of the subject site, and therefore consider this request consistent with surrounding development and zoning pattern of this area. The requested AR-1 district will allow multi-unit residential development uses that are also consistent with the City’s objective to provide more housing in all neighborhoods.
