Explanation

Background:
The U.S. Department of Housing and Urban Development (HUD) awarded federal grant funding under the Congregate Housing Grant in 1993 to the Central Ohio Area Agency on Aging of the Recreation and Parks Department to provide services to older adults residing in four public housing facilities: Sawyer Towers, Nazareth Towers, Jaycee Arms and Jaycee Village. The services to be provided include meals, personal and respite care, housekeeping, and transportation.

This legislation will authorize the Director of Recreation and Parks to extend the contract with the Franklin County Board of Commissioners through December, 2004, for the provision of said services which they currently have under contract through the senior services levy. The HUD funding provided under this contract will pay for 40% of the total costs with the County contributing the balance.

Emergency action is requested in order to meet the requirements of the grant.

Fiscal Impact:
$48,000.00 is needed from the Recreation and Parks Grant Fund.

WHEREAS, The Central Ohio Area Agency on Aging of the Recreation and Parks Department has been awarded grant funds from the U.S. Department of Housing and Urban Development (HUD) under the Congregate Housing Grant; and

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to modify and extend into said contract to meet the requirement of the grant; now, therefore
