Explanation
Ordinance 0581-2001, passed by City Council on April 2, 2001 authorized the Public Service Director to enter into a professional service contract with Sverdrup Associates, Incorporated, to design the Roberts Road widening and reconstruction (Hilliard-Rome Road to Westbelt Drive) project. Roberts Road is linked and interrelated to two major roadway projects under design on Hilliard-Rome Road (one by Columbus and one by Hilliard), Hilliard's Triangle project and an agreement between the City of Columbus, the Ohio Department of Transportation (ODOT) and the Federal Highway Administration (FHWA) that ODOT perform a traffic engineering study on IR-270 west.
Sverdrup has incurred additional expenses totaling $75,000.00: $43,000.00 to incorporate Columbus' new Americans with Disabilities (ADA) Act-compliant ramp design standards and $32,000.00 to incorporate new and additional environmental document requirements that are stipulated by ODOT. These expenses could not be anticipated by the consultant, are beyond their control, and constitute a legitimate contract modification request that is endorsed by the Transportation Division.
The original contract amount was $545,018.00. This is the first modification. The total amount of the contract, including this modification, will be $620,018.00. Funding for this contract modification has been identified within the General Roadway Street Improvement project within the General Permanent Improvement Fund. This ordinance appropriates these funds and authorizes their expenditure.
Sverdrup Associates' contract compliance number is 43-1459403; this expires February 7, 2004.
Emergency action is requested in order to keep project development on schedule to provide for plan approval by the City by April 21, 2004 and ODOT's proposed October 1, 2006 sale date.
