Explanation
BACKGROUND: This ordinance authorizes the Director of Public Safety to enter into a contract with Preferred Tank & Tower, Inc. for the repainting and installation of LED flashing beacons and sidelights with new control boxes on two radio towers located at 3080 Dublin Rd and 4250 Morse Rd. Preferred Tank & Tower will also paint the tower located at 1250 Fairwood Ave., and install Lightning Rod Systems at all three radio towers. This work is necessary in order to remain compliant with the Federal Aviation Administration (FAA) and Federal Communications Commission (FCC) regulations. The paint on the towers is fading and requires upgrading so that the towers remain visible to low flying aircraft.
This ordinance also authorizes the amendment of the 2011 Capital Improvement Budget (CIB) and authorizes the City Auditor to transfer funds between projects within the Safety Voted Bond Fund.
The selection process for this contract was completed in accordance with the competitive procurement provisions under Section 329.14 of the Columbus City Code. Proposals were received for SA003874 on March 17, 2011 from seven (7) companies as follows (0 MBE, 0 FBE):
