Explanation

Background: The Columbus Landmarks Foundation has proposed establishment of a Heritage Home Program in the City of Columbus. Columbus Landmarks is a nonprofit organization that advocates for, promotes and preserves Columbus landmarks and neighborhoods. The Heritage Home Program, currently used in several communities in northeastern Ohio, provides low interest loans and technical assistance to current and potential home owners seeking to rehabilitate older homes. Eligible Columbus properties would be at least fifty years (50 yrs.) old, thereby serving to save and protect the City’s contributing architectural past.

This legislation authorizes the Director of the Department of Development to enter into contract with the Columbus Landmarks Foundation (CC# 31-0914612, expiration date: 3/28/2015) to manage the Heritage Home Program in Columbus for a period of two-years. The total contract cost is $150,000, at $75,000 per year. This funding covers operational costs rather than serving as loan funds. Upon completion of the initial two-year program, the Department of Development will evaluate the program for consideration of additional funding support in 2016.

Emergency action is necessary to allow vital program services to begin as soon as possible.

Fiscal Impact: Funds for this contract are budgeted within the Jobs Growth Fund.
