Explanation
Background: The City of Columbus, Public Service Department, Transportation Division, is engaged in the John Glenn Avenue Improvement (Shook Road to Alum Creek Drive) Project. This project will widen approximately 0.57 miles of John Glenn Avenue from two lanes into a three-lane curb and gutter roadway. The project includes full depth pavement replacement and the installation of sidewalks, storm sewers, street lighting and ADA compliant curb ramps. Successful completion of this project requires that the City acquire fee simple title and lesser interests in and to various properties along the project corridor as additional rights-of-way. It is now necessary to authorize the City Attorney's Office, Real Estate Division, to contract for professional services, to negotiate with property owners and to expend those funds necessary to acquire the additional rights-of-way needed to complete this project.
Fiscal Impact: The John Glenn Avenue Improvement project is budgeted in the 2007 Capital Improvements Budget. This ordinance certifies $100,000.00 from the Special Income Tax Fund as a temporary measure until the next bond/note sale occurs, at which point that Fund will be reimbursed.
Emergency Justification: Emergency action is requested to allow the City Attorney's Real Estate Division to immediately begin acquisition of the additional rights-of-way needed so that construction of this improvement project can proceed as currently scheduled.
