Explanation
BACKGROUND: The City of Columbus, Public Service Department, Transportation Division, in cooperation with Franklin County, the State of Ohio and the Federal Highway Administration, desires to begin right-of-way acquisition for the improvement and widening of approximately 1.8 miles of Roberts Road from Hilliard Rome Road to the west ramps of I-270. The purpose of this project is to upgrade the existing Roberts Road to an arterial road with two lanes in each direction, a center turn lane and additional turn lanes at International Street and Walcutt Road. Other improvements included as a part of this project are the installation of curb, gutter and sidewalk along the entire 1.8 miles.
FISCAL IMPACT: This is a City/County/State/Federal participation project with 80 percent of the total right-of-way and construction costs being paid out of Federal funds and 20 percent being paid by the City. The Mid-Ohio Regional Planning Commission (MORPC) has accelerated funding for this project as a result of having reprioritized the use of its available Transportation Improvement program (TIP) resources. It behooves the City to take advance of this opportunity to leverage outside funding.
It is estimated that the City's portion of the right-of-way costs, including right-of-way acquisition for roadway purposes and utility relocation needs and the hiring of professional services will be approximately $800,000.00. Monies to pay for these fees are not currently budgeted but are available from funds recently cancelled or otherwise available from other projects within the 1995, 1999 Voted Streets and Highways Fund. This ordinance transfers monies between projects.
EMERGENCY action is requested to allow land acquisition and utility relocation activities to begin as soon as possible to preserve the current schedule.
