Title: To authorize the Director of the Department of Finance and Management to enter into license agreements with Sinclair Media II, Inc. dba WSYX WTTE-TV, Time Warner Telecom, and similar entities for the connection to the City Traffic Management Center in 109 North Front Street, and to declare an emergency.
Explanation

Background: Sinclair Media II, Inc., dba WSYX.WTTE-TV and TW Telecom, Inc., formerly Time Warner Telecom, have requested to install a fiber circuit to the Traffic Management Center in 109 North Front Street in order to obtain video from the City's traffic cameras. This ordinance would authorize the Director of Finance and Management to execute a license agreement with Sinclair Media II, Inc., dba WSYX.WTTE-TV and TW Telecom, Incl, and similar entities in order to allow them to install equipment and to keep and maintain their connection.


Fiscal Impact: N/A


Emergency Justification: Emergency action is requested to allow for the immediate execution of license agreements for the preservation of the public peace, property health and safety.

Body

WHEREAS, Sinclair Media II, Inc., dba WSYX.WTTE-TV and TW Telecom, formerly Time Warner Telecom, have requested to install a fiber circuit to the Traffic Management Center in 109 North Front Street in order to obtain video from the City's traffic cameras; and

WHEREAS, it is necessary to enter into a license agreement for such connections in order to set the terms and conditions for the installation, operation and repair of the equipment necessary to establish and maintain said connections; and

WHEREAS, the Departments of Public Service and Finance and Management have determined that the dissemination of the video from the City's traffic cameras serves a public purpose and therefore the license should be granted; and

WHEREAS, an emergency exists in the usual daily operation of the City of Columbus, in that it is immediately necessary to grant authority to the Director ...
