BACKGROUND: May 16, 2003
Canine "Robbie" a police dog was purchased by the Division of Police in March 2000. "Robbie" is being retired from active police service due to his inability to be trained for another handler. His current handler Donovan Maccabee accepted a new job. "Robbie has been trained three (3) times for three (3) different handlers since being purchased by the Division of Police. Master Trainer Dan Bowman was consulted about "Robbie" being retrained for a new handler. He recommended "Robbie be retired because it would be very difficult to retrain "Robbie" to another handler and he could not guarantee how effective he would be.
It is recommended that "Robbie" be donated to Police Detective Donovan Maccabee "Robbie's" handler prior to accepting a new job. Detective Maccabee can provide a good home to this canine that has served the citizens of Columbus for the past three - (3) years.
FISCAL IMPACT:
The canine will not be replaced causing no impact on the General Fund budget because of the recent changes at the airport in security issues and the lack of narcotics being detected.

To authorize and direct the Finance Director to sell to Detective Donovan Maccabee for the sum of $1.00 a police canine with the registered name of "Robbie" which has no further value to the Division of Police and to waive provisions of the City Code-Sale of City Owned Personal Property. ($1.00)

WHEREAS, canine "Robbie" has been a faithful working police dog with the Division of Police since 2000; and
WHEREAS, canine "Robbie'" retirement from active police service is due to his inability to be trained for another handler; and
WHEREAS, no City of Columbus Government Agency except Police use canines; and
WHEREAS, it is in the best interest of the City that City Code 329.26 Sale of City-owned personal property be waived; and
