Explanation
1. NEED: The need for this legislation arises due to a change in form, from sole proprietorship to corporation with accompanying change in Federal ID Number and Columbus Contract Compliance/Vendor Number, by the contractor for Janitorial Services for the Division of Sewerage and Drainage. The contractor failed to notify the Division's using section of this change until after passage of the authorizing legislation for the current modification of this contract. The legislation must be amended to allow execution of a valid modification of contract with the entity, and continuation of essential services to the Division.
2. EMERGENCY DESIGNATION: This designation is necessary to avoid an interruption of necessary services to the Division, and arises due to lack of notice by the contractor.

Title
To amend Ordinance No. 0639-03, passed May 5, 2003, to correct the name and identifying information of the contractor under that Ordinance to reflect the current information for that entity; and to declare an emergency.

WHEREAS, Ordinance No. 0639-03, passed May 5, 2003, authorized modification of the contract for Janitorial Services with K & M Kleening Service for the Division of Sewerage and Drainage, to provide funding for these services for the current year under this multi-year, annually-funded contract; and
WHEREAS, on January 1, 2003, K & M Kleening Service, formerly a sole propietorship, had changed its form to a Corporation and had received Internal Revenue Service and Columbus Equal Business Opportunity Commission acknowledgement of that change in form, but had neglected to inform the using section of the Division of such change until May 9, 2003, a date after the passage of Ordinance No. 0639-03; and
