Explanation
BACKGROUND. This legislation authorizes modifying the contract for professional engineering services with Pomeroy & Associates, Ltd., transferring funds within the Storm Sewer Bond Fund; and amending the 2004 Capital Improvements Budget for the Cassady Avenue Area Stormwater System Improvements Project.
This contract modification is necessary to allow payment for additional engineering services that are beyond the original contract scope. Additional engineering services are needed to modify construction plans by extending improvements to mitigate poor drainage identified by City of Columbus residents. Plan modifications include changes recommended by Stormwater Management Section staff to reduce construction impacts on residents and also result in construction cost savings.
BID INFORMATION. To select this firm originally, a Notice of Request for Statements of Qualifications appeared in the City Bulletin on November 4 and 11, 2000 and May 19 and 26, 2001. Statements of Qualifications were received on December 29, 2000 and June 1, 2001. Thirty-eight consultants submitted Statements of Qualifications. Three consultants were selected to submit technical proposals for this project. These proposals were received on August 17, 2001. Based upon an evaluation of these proposals utilizing predetermined criteria, a selection committee determined that Pomeroy & Associates, Ltd. had submitted the best proposal for the required project services.
CONTRACT AMOUNT. The new contract amount including this modification is $153,438.02. The original contract amount is $139,838.02 and Modification No. 1 is $13,600.00.
EMERGENCY DESIGNATION. Emergency designation is requested for this ordinance so that this additional work can be incorporated into the construction plans without delaying the proposed construction schedule.
