Explanation

BACKGROUND: This ordinance authorizes the Finance and Management Director to enter into contract for the Facilities Management Division with Colvin Gravel Co., Inc., in the amount of $45,000.00 for demolition of the building at 1084 West Broad Street. This building is being demolished in order to provide room for new Fire Station 10. It will be demolished in conformance with LEED (Leadership in Energy and Environmental Design) standards. The goal is that fifty percent of total waste will be salvaged or recycled. If salvageable, the wood rafters, roof decking, and wood floor joists will be reused in the new Fire Station 10.

Formal proposals were solicited on February 12, 2007. Two firms submitted proposals on February 20, 2007, as follows: (0 MBE, 0 FBE).

Colvin Gravel Co., Inc. $45,000.00
Watson-Shonebarger General, LLC $46,990.00

It is the recommendation of the Finance and Management Department, Office of Construction Management, to award this contract to the most responsive and responsible bidder, Colvin Gravel Co., Inc.

Emergency action is requested so that the contractor will be able to complete this project in a timely manner, thereby allowing construction of the new Fire Station 10 to start more quickly.

Colvin Gravel Co., Inc. Contract Compliance Number 31-4441189, expiration date 02/21/2009.

Fiscal Impact: The total budget for the Fire Station 10 project is $3,315,000.00. Previous ordinances have authorized the expenditure of $636,500.00 for professional services and the purchase of the building at 1084 West Broad Street. The cost of the demolition is $45,000.00.
