Explanation

BACKGROUND: This ordinance authorizes the Board of Health to enter into a service contract with Tree of Life Educational Services, LLC for family engagement and peer/parent mentoring services for the period of October 16, 2023-October 16, 2024 in an amount not to exceed $66,000.00.

The contract compliance certification number is CC-046277. These services were advertised through Bonfire (RFQ025599) according to bidding requirements of the City Code. Two proposals were submitted for the RFQ and Tree of Life Educational Services, LLC was the highest scoring vendor.

Tree of Life Educational Services, LLC will develop culturally sensitive community-based parent peer mentor programming that provides an integrated model of trauma focused behavioral, mental health, and parenting support to youth and families at risk for violence. The program is a year intervention within the home and/or community setting that offers services to target specific individual family needs. Additionally, engaging families in brief, family centered interventions, improving parental and child relationship to build resiliency factors, conflict resolution and parental skill set. Intervention programming to build family centered culture throughout larger systems to identify triggers for problem solving and promote empowerment and healing.

Emergency action is requested in order to not delay the pilot program anticipated start date of October 16, 2023.

FISCAL IMPACT: $66,000.00 is fully budgeted in the American Rescue Plan Act fund for these services.
