Explanation
BACKGROUND: The Board of Health has a need to make funds
available to contract with Gerald Bean. Gerald Bean will design and
implement a program evaluation plan for the Healthy Start grant program.
Gerald Bean will work with JABR Software in order to assure data
collection of all needed data to measure performance measures and
program outcomes. The contract period is June 1, 2005 through May 31,
2006.
Emergency action is required to ensure the continued operation of the
Healthy Start Program.
FISCAL IMPACT: This contract is entirely funded by a grant from the
U.S. Department of Health and Human Services. The program does not
generate revenue or require a City match. The monies are budgeted in the
2005 Health Department Grants Fund.

To authorize the Board of Health to enter into a contract with Gerald Bean to design and implement a program evaluation plan for the Healthy Start grant program; to authorize the expenditure of $35,000 from the Health Department Grant Funds to pay the cost thereof, and to declare an emergency, ($35,000)

WHEREAS, funding is available from the U.S. Department of Health and Human Services to contract with Gerald Bean to provide program evaluation services for the Healthy Start grant program; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to enter into contract with Gerald Bean for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized and directed to enter into contract with Gerald Bean for the design and implementation of a program evaluation plan for the Healthy Start grant program for the period June 1, 2005 through May 31, 2006.
