Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to execute a construction contract with Complete General Construction Company, for the Bill Moose Run Area Sanitary Sewer Improvements Project. This project will rehabilitate approximately 5,516 lineal feet of 8-inch diameter, 2,319 lineal feet of 24-inch diameter, and 340 lineal feet of 27-inch diameter sanitary sewer pipe utilizing the cured-in-place pipe (CIPP) process; the rehabilitation of the approximately 25 brick and pre-cast concrete manholes utilizing a cementitious lining system; installation of approximately 10 manholes; replacement of approximately 1,681 lineal feet of 8-inch diameter sanitary sewer pipe with 12-inch diameter pipe; the reinstatement of approximately 61 service connections; the dye testing of approximately 40 service connections; by-pass pumping, maintaining traffic and other such work as may be necessary to complete the contract in accordance with the project plans and specifications. The Contract Compliance number for this contractor is 31-4366382 and it expires on 3/1/2008.
The Director of Public Utilities publicly opened two competitive bid proposals on June 27, 2007. The cumulative results of these bids were: Kokosing Construction submitted a bid of $2,373,296.70; and Complete General Construction Company submitted a bid of $2,152,599.48. The Engineer's Estimate for this project was $2,622,608.80.
2. FISCAL IMPACT: This ordinance authorizes the transfer and appropriation of funds from the Sewer System Reserve Fund to the OWDA Loan Fund in order to fund this proposed expenditure. This transaction is a temporary measure that is required until such time as the Department is able to execute a loan agreement with the Ohio Water Development Authority and reimburse the Sewer System Reserve Fund.
